New Bill for the State to create Cedar Tree Clean Water Authority.

Cedar Tree Clean Water Authority CTCWA shall not create any additional expense to the State Budget via salary or employees. Any employee(s) expenses will be funded by private/public partnerships.
Cedar Tree Clean Water Authority CTCWA shall report to the Governor and to the Board over the Oklahoma Conservation Commission and shall be considered part of and under the Oklahoma Conservation Commission.
Cedar Tree Clean Water Authority CTCWA shall have a Director appointed by the Government. When the Director receives federal or state funding then the position of Director shall have the option to be considered a state employee position subject to the Oklahoma Personnel Act.
Cedar Tree Clean Water Authority CTCWA mission is to harvest and/or remove trees such as the Eastern Redcedar and other trees that are nauseous to farmland and to clean up the water supply in creeks, rivers and farmlands.
Cedar Tree Clean Water Authority CTCWA shall be considered a State Agency entitled to all the rights and benefits as other State Agencies; to include the right to borrow monies from the State Treasurer or other State programs.
Cedar Tree Clean Water Authority CTCWA shall have the right to operate as a non-profit corporation and also as a for-profit corporation to apply for grants and loans from the Federal government, the State government, commercial banks or lenders, public or private corporations.
Cedar Tree Clean Water Authority CTCWA shall have the right to coordinate and operate as a public/private partnership with Rural Electric Cooperatives, Oklahoma State University and other companies to create a Biofuel program that will harvest trees and help create cleaner water.
Cedar Tree Clean Water Authority CTCWA shall have the right to work with landowners to remove trees in creeks and rivers and to help create dams in creeks and rivers to store and retain water and help create cleaner water.
Dams to hold water not more than four foot deep at the dam.
Cedar Tree Clean Water Authority CTCWA shall have the right to work with the Oklahoma Corporation Commission to include oil & gas companies to reduce the amount of water deposited into disposal wells.
Cedar Tree Clean Water Authority CTCWA to work with the Oklahoma Corporation Commission to reduce the number of earthquakes that might be the results of oil and gas companies.
